HYPERFLEET-978 - feat: Include routes for PUT status updates

Summary

1 of 2 changes that will properly register "PUT" routes for idempotent upserts of statuses coming from the adapter.
Does not remove current post route.

Changes in Step 1 of 2:

• Add cluster status route for PUT
• Add nodepool status route for PUT
• POST routes have not been removed.
• Updates the openapi.yaml based on changes in
• Updated adapter integration tests

Test Plan

• Unit tests added/updated
• make test-all passes
• make lint passes
• Deployed to a development cluster and verified (if Helm/config changes)
• E2E tests passed (if cross-component or major changes)
• Confirm adapter post action "PUT" commands are properly handled.
