Updates the API reference documentation for System.Runtime.ProfileOptimization to better explain when profile optimization applies and how it relates to modern runtime optimizations (Fixes #12483).
Changes:
- Replaces the existing callout in Remarks with a NOTE that lists the multicore requirement and mentions Dynamic PGO.
- Makes small wording/grammar improvements in the remarks text.
