[codex] Prepare v1.1.0 release metadata

Summary

• Prepare the DSR Framework v1.1.0 release metadata after adding the nested DSR theory operational kernel and retained self-application validation evidence.
• Update release-facing README, citation, CodeMeta, Zenodo metadata, root metadata, manifest, artifact profile, conformance declaration, package inventory, changelog, and validation summary.
• Add retained v1.1.0 metadata-freeze, release, release-approval, and GitHub release-notes records.

Validation

• python scripts\validate-package.py --write-summary -> pass
• python scripts\validate-package.py --release-candidate --write-summary -> pass
• git diff --check -> pass

Conformance impact

• Current release metadata becomes 1.1.0_stable.
• Host package remains l4_reusable_stable.
• L5 archival/publication-ready status is not claimed.
• No empirical downstream utility, downstream artifact certification, or standalone stable release of the nested kernel is claimed.

Inventory

• Controlled file inventory increases from 179/179 to 183/183 after adding the four retained v1.1.0 release files.
