That test flake helpfully points out that we're still using fedora-bootc:42 in a bunch of places, will also update that.

I was going to fix the f42 stuff as part of this but I can do it as a followup

I think that's enough, looks like all of the other places were just docs/comments or test harness data that doesn't need to be updated.
