infra: upgrade to docusaurus 3.10

• upgrades the site to Docusaurus 3.10
• adds the faster flag to speed up builds
• explicitly remove the blog so there aren't duplicate paths (we have a redirect at the /blog path that goes to the homepage)
• MDX conversion will be done in the driud repo
• Config changes for turning off compatibility flags will be open concurrently with the equivalent druid repo PR
