Add decky-ftpd to Plugin Store

decky-ftpd is a lightweight FTP server plugin for the Steam Deck, runnable directly from Game Mode via the QAM panel. Inspired by the classic psp-ftpd pspv/3ds ftpd homebrew.

We don't feel comfortable approving this plugin without the username/password feature included. We'd like it to either be mandatory or be on by default with some sort of "make sure you know what you're doing before you disable this" warning. We know that most people who install this plugin will be safe with it but we just want to be extra safe in the case where someone installs the plugin to test it out or without completely understanding the scope.

You don't have an image in the plugin.json, we require this. Additionally, it appears you don't use the backend folder as it's just a hello world stub, please remove that and any other pieces that you aren't using.
