Expose public Cloud OpenAPI docs

Summary

• serve a single Cloud OpenAPI document that includes protected Executor, auth, and org routes
• expose public Swagger UI at /api/docs and raw JSON at /api/openapi.json
• exclude effect/Data from Vite dep optimization to avoid missing SSR optimizer chunks in Cloud dev

Verification

• bunx vitest run --config vitest.config.ts src/api.test.ts from apps/cloud
• bun run typecheck from apps/cloud
• bun run format:check
