added a new ocean env called docking.
the environment is a lightweight arcade-style spacecraft docking task where the agent must carefully align and dock inside a station using thrust, rotation, braking, and momentum control.
this is my first ocean env and first contribution to pufferlib, so there might be a few rough edges or mistakes. i tried my best to keep the implementation simple, lightweight, and consistent with the existing ocean environments.
would really appreciate any feedback or suggestions for improvement.
