Fix error in rates for pokespots pointed out by @Dropries here: PokeAPI#1446 (comment) And also Arbok shows as giving 0 Attack EVs before Gen 7, I think its because its past stat value is the same as the stat that got changed, and it's marked as 0 for gen 6 and earlier.

A PokeAPI/api-data refresh has started. In ~45 minutes the staging branch of PokeAPI/api-data will be pushed with the new generated data. |

Unrelated, but I noticed this while doing some other work. Arbok shows as giving 0 Attack EVs before Gen 7, I think its because its past stat value is the same as the stat that got changed, and it's marked as 0 for gen 6 and earlier.
