Helpdesk Management Rating

This module adds the possibility to rate the assistance received through
helpdesk tickets.

@meetscs you included both pre-commit fixes and migration changes in the 1141cc2 pre-commit commit.
Could you please separate the pre-commit changes and migration changes into different commits?

Also, please squash the last two duplicate commits into a single commit.
