Close WooCommerce Blocks Feature Plugin

This issue is a bit barebones, however, we also need to close the WooCommerce Blocks feature plugin. This would mean closing it on WordPress.org as well as making sure we've clearly communicated it to anyone using the plugin. It's also probably a good idea to take this time to examine what features are flagged behind the feature plugin and bring them into WooCommerce Core as new features, experimental or otherwise.
