Add support for local users

Add support for local users stored in a Secret or ConfigMap

Thanks for the issue. How do you envision these users authenticate and are authorized for operations in the console? Would you expect to use the Secret to store the user's full credentials, including passwords? I could see that being something to treat very carefully.
