Monthly rate limits for January showing up as `0` instead of `01`

It seems when the new year passed, the auto-generated key names for monthly rate limits went to `0` instead of `1` for the numeral representation of month.

Surprised this wasn't caught in testing.

High priority. Should be a simple fix.
