Reduce transparency accessibility setting causing the bottom bar to cover messages

Bug description

The bottom bar covers part of the message's bubble (requiring swiping down and holding to read the full message) when Settings > Accessibility > [Vision] Display & Text Size > Reduce Transparency is turned ON. I checked, and disabling that accessibility feature does fix the issue (re-enabling makes the bottom bar too tall again).

Steps to reproduce

• Settings > Accessibility > Vision > Display & Text Size > Reduce Transparency > Enable
• Receive a message
• Dismiss the keyboard in a chat window

Actual result: The bottom of the text bubble is covered by the bottom bar, requiring you to swipe and hold to view the full text bubble.

Expected result: The message bubble snaps to the bottom of the screen and is flush with the bottom of the screen, showing the entire message.
