chore(deps): bump tar and npm

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependencies [tar](https://github.com/isaacs/node-tar) and [npm](https://github.com/npm/cli). These dependencies need to be updated together.
