Return device-based default dashboards functionality

Moving to a discussion per suggestion as my PR was closed. I believe this was closed based on a misunderstanding of the requested change, but appreciate it's not my project.

I, and many others, would like the ability to set device-specific dashboards again. This functionality existed for quite some time and many relied on it, and many in the community are now having usability issues due its removal. We are currently using various workarounds, which is less than ideal, though it does work for the time being.

Ah, gotcha, thanks! I don't expect it will be of much benefit at this stage - particularly as I don't think my change was well understood - but I'll certainly try.
