Bootstrap failure on OS X Tiger / PowerPC

I ran dreckly's bootstrap on a PowerPC Mac.

It failed at:

What might cause it to build two versions of pkg_install?

We need a log with debug output here.

I recall there was something broken in pkgsrc for Darwin, which I fixed, but I am not sure it is the same issue.
