Re-organize content in wiki subfolder

Once #1 is complete, we can start re-organizing the content in the wiki subfolder.

More specifically,

• Cookbook content moves to https://github.com/biojava/biojava-cookbook
• Longer tutorials move to https://github.com/biojava/biojava-tutorial
• Developer docs and get started guides move to the github wiki
• User and Talk pages are removed
• See google doc for detailed info
