Maintenance: Bump ruff target version from 3.8 to 3.10 in ruff.toml #8087
Description
Why is this needed?
Update the ruff target-version config in ruff.toml from py38 to py310. This is the base change, no lint fixes included.
The idea of having this first is because we can see the full list of new lint violations and fix them incrementally.
