Setup releases for the project, and make our first release!

Make sure to document the steps required for setting this up.

It looks like an NPM account is needed. I'm assuming that @ColinEberhardt owns the npm tokens for the main forge and all the generators? The instructions for creating a new token are here: https://docs.npmjs.com/creating-and-viewing-access-tokens

The main forge project has an NPM_TOKEN at https://github.com/ScottLogic/openapi-forge/settings/secrets/actions. My assumption is that admin access is required on this repo to complete this issue.
