global ID for nodes is wrong

Global node numbering is generated with APF routine which numbers only OWNED nodes and this cause crashes inside matrix initialization. This recent modification shall be reverted to the original implementation which assigns global numbers to ALL nodes.

Which commit is the problem? Also, if owned vertices are numbered then a synchronization should follow that applies the defined global number to non-owned copies. I assume the code in question is not doing this?

The function was added in fb05855

The assert seems to have been added in 96c5cdf

The issue is that how to generate global numbering was changed after those commits - it was generated to ALL nodes before and current code is only to OWNED nodes and this discrepancy makes the assert statements fail.
