Set quayImageExpiry on non release builds

WHAT

By adding the expiry flag to the images being build we can automatically clean up older images from qauy.io.
Current images build for PRs are keep forever.

DONE

• Images build for PRs have the expiry label added.
• Images create for release are unaffected.
• Images tagged as main are unaffected.
