/var/db/etcupdate may be empty

I get an assert attempting to cp(1) stuff from the empty /var/db/etcupdate directory

Indeed, pkgbasify currently depends on a complete etcupdate database.

This dependency will be eliminated after pkg 2.7 is released, it contains several important changes that will allow pkgbasify to become simpler and more robust while dropping the etcupdate dependency at the same time.
